It is not a mission list. It is not confirmation of every district players will visit. But it is official structure, and that makes it more useful than another round of map-scale guessing.

Vice City still gets the headline, and it should. Rockstar describes it as the sun and fun capital of America, with Ocean Beach, Little Cuba, the Tisha-Wocka flea market, and the VC Port all sitting inside the same official city pitch.
